A Verified Business can initiate messages to at least 1000 unique users per day. This limit will increase or reduce depending on the quality of your messages. For example - if your users block your messages then Meta may reduce the number of users you can reach per day.
A Unverified Business can initiate messages to 50 unique users per day. This limit will only increase after successful business verification by Meta.
Both Verified and Unverified Businesses can respond to an unlimited number of user-initiated messages.
You can only initiate a conversation with a user through a pre-approved message template. However, you can send both free-style and pre-approved message template for 24 hours after the user's response.
